The original question was ‘can anyone practice tantra?’ Tantric rituals are another matter, they require training and preparation and discipline.

They’re like a chemical reaction that uses very specific elements in an exact order for a specific effect. But, Yes, anyone can practice nonformal tantra, for example when someone uses skiing to ‘get

in the zone,’ that’s tantra. Using something external to get to a transcendent inner experience.

It could be anything that produces a reaction inside— dancing to music, riding a roller coaster, etc., then if during the experience you follow the reaction inside you to the place it originates, that’s tantric yoga, union with Self. In

the Trika system of Kashmir Shaivism these examples are called anavopaya, using ‘external’ objects like physical & mental forms to evoke a dissolution of consciousness into more subtle & profound state. I think everyone practices tantra to some degree.
